Address the message from the address book and see if the problem doesn't go away. They can, however, search for users. If you leave the search field blank, it displays the first X entries (believe the number is 100). Typing a name in the To/CC/Bcc fields also resolves valid recipients. Exchange Server 2007 has a browsable GAL.
