If I may step in here. You are correct in your first statement, provided
you have done nothing to upset the path. And this is one of my pet peeves
with Project! When you set up your project and assign resources without any
constraints, then the true critical path(s) will be shown from Start to
Finish. However, Project defines a task as being critical as when slack is
zero - you can get this from Tools/Options.../Calculation tab, at the bottom
where you can vary this definition. Now, when you level, Project delays
tasks with overallocated resources to remove the overallocation. It does
this by applying a value in the Levelling Delay field - try inserting this
column to see the delays (note in elapsed time eg 5edays) being applied.
Project now treats such tasks that were critical as not being so any more,
as there is a delay between the finish of its predecessor and the beginning
of the task, ie some slack, and thus is not coloured red any more. This
will continue, often up to the final task which has no delay and zero slack
running up to the Finish Date. This accounts for what you're seeing.
Because of this, if you are trying to reduce the length of the critical
path, you will have to clear levelling first, add resources to the
appropriate critical task(s) and then re-level to see the effect. If it is
not enough, you must clear levelling to see the critical path(s) again,
select other tasks, add more resources and re-level again - an iterative
procedure to meet your acceptable deadline.

percent complete is a measure of how much work is physically complete
(examples are bricks laid, miles of road paved, lines coded etc.) It should
be something measurable. Physical % complete is important for Earned Value,
but project lets you choose % complete if you wish. In either case, summary
values are not strictly necessary, but would be a nice addition.

I can see mlore clearly now, except for what exactly you mean by "I level by
work effort"
Is this Project's Resource Leveling or some routine of your own?
If it is Resource Leveling, it will do exactly as you want it to, it will
not move anything as long as there are no overallocations.
And I start wondering why your tasks do not happen the same day: they
should, if they don't YOU made them move either by constraints such as
setting a hard coded start date or by linking tasks to one another.
Try to find out how YOU moved the tasks (Project just obeys to the rules you
have set) and the problem is solved.
If you do not see what I mean, send me the file, I shall have a look.

When you are working with Project Server, then Project Web Access is the
recommended method for gathering actuals from team members. Is there no way
that you can set up Project Web Access for use by the remote team members?
Very simply, you are using the Project Server system contrary to how it is
intended to be used, which results in the problems you are seeing. Just a
thought.
