Regardless whether the source of the issue is technical or legal, the issue itself is in relationship to product activation and is therefore a licensing question. As such, this licensing question falls to Customer service to manage, even though the specific problem that you're having may very well be related to your DVD. It seems like you've done a fair bit of deductive work with this issue, and I would recommend that a next step may be to call Customer Service and discuss the issue with them.
