He knows what JRE means - it's the "w/" that's not clear!
Conventionally, "w/" means "with", and "wo/" is used for "without", but
many people will not know this.
Further confusion arises:
Does it mean "package includes JRE", or "Windows which already has the
JRE installed"
I'm sure context is everything, but a few more words wouldn't go amiss.
