No File lock even if user has file open

We have few Vista and Win 7 desktops on our environment. Server is Win Srv 2008 r2 Std with Active Directory, Remote Desktop and File Services roles installed.

When user "A" opens a excel file for editing from server share, it comes locked and read/write lock can be seen on servers Shared Files -> Open files console. After few minutes the locking disappears and user "B" is enable to open the file for editing even when user "A" has still same file opened for editing. This causes problems with saving modifications when users cant save to the opened file.

Need help to resolve what is causing this locking issue and how to fix it.
