The situation you described is normal in Excel 2007. It is a by design feature. The Fill Color and Font Color options in the Font group are not available for comment text. To change the color of the text, right-click the comment, and then click Format Comment. You can find the above information in the Excel 2007 Help contents > Topic "Annotate a worksheet by using comments"\"Format a comment". I do understand your concerns.
