I went into the registry and removed all instances of 0ff1ce (keys ending in that string). I rebooted after removing them and tried a reinstall, but I still have the same failure result. It's the compatibility settings that seem to be saved per file. I didn't realize that some of the settings are saved specifically for each file while the rest apply to all files (new and existing).
